I haven't played much games with villains, usually most of the games I play have a plot that doesn't need an antagonist, or that doesn't have a plot at all.
I would have to go with Vladimir Makarov from the Modern Warfare Trilogy.

At any rate, Chuck Norris has never been in a video game AFAIK and Barry Burton's sidekick status in RE1 and random cameo appearance in RE3 hardly qualify him for such a title.
