Maybe he got that scar before he was able to regenerate? I have no idea how regeneration works on injuries sustained before acquiring such feat but that's what I'm going for.

Wesker showed no signs of the Tyrant attack and he sustained that injury before his regeneration kicked in. Even Jake and Sherry having super powers (no matter what they are) is stupid beyond belief.
