How are pre-rendered backgrounds made?

My theory on how pre-rendered backgrounds are made is that the developers model a 3d environment, add the textures and then render it into a still image. In order to show the room in different angles, they move the camera to a certain position and render it. But, is this correct or is there a different way they make these backgrounds?
