That actually confused me at first when I first started playing Resident Evil. I started with RE4 and RE0 and then went on to RE5. I never finished RE0 so I thought Marcus and Spencer were one in the same at one point.

Ah yes, I forgot about that one. We should have Umbrella's history somewhere in this thread.

They do look a tad similar, but I think it's just the portaits. Spencer almost has a droopier face. Also pay attention to the brows of each man.

I also wonder why they changed the USS (Umbrella Security Service) to USF (Umbrella Security Force) in the movies. I think the original rolls off the tongue better.

Because acronyms can be confusing, and the Umbrella Security Service shares a similar one with the United States Secret Service.

I would like them to show up again, more than any other BOWs that I can think of. They had a weird physique too, like long arms, and they sounded odd too. I do wonder what the heck those things were.

I was serious about Spec Ops though, if Spec Ops show up again in RE, I'm gonna slap someone.

I assumed they were engineered as an aquatic SMU, based on the SCUBA gear and flipper-like arms.
