I for one was very positive that Albert would come back,
it did not matter in what form and shape.

Jake is the closest, he looks a lot like Albert.

I honestly think he's dead, but Uroboros might pop up again.

Just a question; is Wesker technically a form of tyrant or not?

Well. the Umbrella chronicles' part was a remake's remake, and it had the part where Wesker escaped the mansion...

Don't worry, He is still on The Mercenaries and Marvel Vs. Capcom I guess Capcom will continue doing REmakes.

I would have to say no. Tyrants were a mass produced line of BOWs while Wesker only mutated himself using the unnamed virus and later Uroboros.
