That's an interesting idea, although I think it favors too much the winner-take-all system. An idea I had would be to divy it up further so that different regions of states can have votes toward their preferred candidates. In the current scenario, I feel that millions of people are basically disenfranchised in the presidential elections since all electoral votes go toward the preferred candidate even if the popular vote on the ground was very close.

Indeed that would be a problem, though in theory the president (or any federal politician / branch of government for that matter) wouldn't have all that much power to begin with, aside from foreign policy.
A preferential voting system might help against a winner-takes-all system and by helping third parties and independent candidates have a greater chance of being electorally successful. Here's a video regarding preferential voting that you may find interesting and informative, I know I did:

Back to original topic: I'd have to give my vote to Resident Evil. I just feel like it resonates better for the series, and is more in depth. (IMO)

Well, as nonsensical as it is, I like 'Resident Evil'. It's definitely because that's what I'm used to calling it. Even after finding out what the original name is, and that frankly, it's better.. I don't care. It's a bit like the 'Dr. Robotnik situation'. He's called 'Eggman' now. He has always been called that in Japan and the Far East, only old SEGA didn't like the name for Western audiences, so changed it to 'Robotnik'. A few years back, they gave Robotnik his real name everywhere. While it's his original name, and obviously he is egg-shaped, I greatly prefer Robotnik.
Not the best analogy, as 'Eggman' just sounds really lame whilst 'Biohazard' sounds very cool. It's just a question of what I'm used to. I like the Western name for Biohazard. Has a nice zing to it.

Well, I do like Resident Evil better because I'm use to it as well. It's like the last string of survival horror left in the series. Biohazard works better, but I like Resident Evil more.

I could try and get used to Biohazard.
Despite the fact that all my RE games are.. well. Resident Evil.

I prefer name Resident Evil but not only because Im used to call it that. Biohazard is like.. Biohazard. It's universal word with simple interpretation. It doesn't sound personal for the game as there are several occasions you can use that word of. Resident Evil is more ambiguous - or at least it feels that way to me who's native languange is not english. I don't know how to explain it but maybe someone understands my point..

To me it's more like "evil living in" or "evil inhabit in/at" without explanation where. It could be anywhere.
