Can someone explain the end of Outbreak File #1 to me?

I don't get it. I think it's Nikolai but what does he mean "is everything ready?" and "we'll be dropping 2 for each beginning with sample T-4". What kind of deal are they doing?

It sounds like Nicholai to me. Of course, it could very well just be the VA for Nicholai from Outbreak, which sounds just as realistic to me. I mean, many of the VA's in Outbreak, and really from any project, voice more than just a single character.

Regardless, they dont' specifiy what is going on there in the remains of Raccoon. It really isn't very important, it's more just the fact that they are still testing. It just shows how Raccoon City and it's destruction didn't stop Umbrella and it's ambitions. It's meant to be a tragic ending.
