Outbreak File 2 Question

At the end of Desperate Times, it shows kevin and all them leaving through the van and we see Leon pass by in the cop car.

So here's the question, regardless if Leon had already picked up Claire or not, why is there the burning helicopter on the roof of the RPD if claire hasn't been up there yet considering that it crashes when she arrives up there?

Continuity error?

Not just a continuity error there is no crashed copter in that scenario its a fire that's broken out on the lower level (in RE2 its the section that leads to the cabin where you obtain the valve handle) =/ if it was already crashed you wouldn't be able to gain access to the entire roof its set before 2 begins. That squad car was a nod to Leon and Claire and nothing more don't think into it way to much.
