Actually I don't live in Jamaica, I live in China, but it's super close so I say Jamaica.

Realistically I doubt anyone could end the life of Albert Wesker.

I wouldn't exactly consider Wesker a 'fool' for not having killed Chris sooner. While it is true Wesker could have easily ended the life of Chris Redfield there is reason for as to why he never did. Right away at least. For one you know he wanted Chris to suffer, that's part of the reason why when he first meets Claire in CVX he says, "How your brother will loath to see you die!" After he's thrown her around like a rag doll a bit. Obviously if Chris watched Wesker either kill or use his sister Claire in an unspeakable experiment, Wesker would have enjoyed watching his enemy suffer from the torment that he wasn't able to keep his younger sister safe. Also once you unlock Albert's file in RE5 and read through it you learn he was hell bent on finding Spencer and was exhausting everything he had at his disposal to try to find the man and he eventually did, but in a way it was driving him mad over the course of the years it was taking him. All the Wesker children were meant to go in search of Spencer at some point, but with Albert he was trying to break away and build his own legacy. Unfortunately, Chris got in the way of that and made it to where it took Wesker longer to accomplish his goal, giving Albert a reason to want him dead.

Anyway I do not believe Leon would even so much as stand a chance against Albert Wesker. Seeing as Wesker doesn't care for anyone other than himself really, I doubt he'd spend any time on Leon and would most likely end him the instant a challenge was issued.
