It's possible Chris doesn't have an email. Remember, this was back in 98 and the number of households with Internet connections were much lower than they are today.

Right then, internet back in the 90's was pretty rare.

 Hahaha! Well, capcom got away with it at the 90's when RE1 was made t'was understandable that NOT all of them had e-mails back then. But today they can't use the "Pony Express" excuse anymore considering it's 2013(in the game) And it'd be REALLY, REALLY funny if everyone had an e-mail but Chris still doesn't xD.

If Resident Evil gets a reboot, I don't know what I'd do. The Remake was so promising and they went ahead and bagged it. They don't have to make the game user-unfriendly to make it like the classics. Although it would be funny as Hell to focus the camera on like... a banana or water fountain as you're trying to run around in one area getting chased by Cerberus dogs. Here's to hoping they bring Jill back, my favorite character. Or Nemesis. Ah, the blind fear of running from that bald, rotting bastard. I would more or less want an Outbreak-styled game in Raccoon City, playing as other survivors like Jim and Man 1.

Maybe Chris didn't have email? I remember Claire only telling Leon to contact Chris, not mail him.
