In the Sewer Manager's Diary in RE2 he says of Brian Irons: "is this what it means to serve and protect?" Therefore Raccoon City PD is a branch of the LAPD. Therefore, Raccoon City is in or near Los Angeles, California. Can anyone provide documents from any of the Resident Evil games that discredit this?

Coming out of the top of my head, the games said like a hundred times it is a midwestern town. and Protect and serve is an universal motto.
